Partnership Agreement - U.S. Forest Service and NACE


The U.S. Department of Agriculture, Forest Service (Forest Service) and the National Association of County Engineers (NACE) hereby establish this partnering agreement to promote greater coordination of efforts to improve the Nation's public infrastructure by providing a quality transportation system for our customers. Joint partnership activities will be centered on education, outreach, and proactive leadership. The Forest Service and NACE will assist county transportation professionals and Forest Service field engineers, support the U. S. Forest Service's strategic goals to promote safety and enhance mobility, advance our communities' economic growth and development, and protect communities and the natural environment affected by transportation related activities.

By this agreement, the Forest Service and NACE commit themselves to creating the tools necessary to assist county transportation managers and Forest Service field engineers in responding to the dynamic changes in transportation. We will embrace new and emerging technologies and capitalize on opportunities to improve services today and in the future. The Forest Service and NACE, through joint activities, will assist both county transportation managers and Forest Service engineers to successfully manage the public works infrastructure, deliver cost-effective transportation services that support community quality of life, ensure livable and sustainable communities, and promote economic growth.

To meet these goals and objectives, the Forest Service and NACE will:

  • Cooperate in efforts to understand the needs of local county transportation and Forest Service professionals and how to best prepare for the new century,
  • Cooperate to educate the American travelling public in the significance of infrastructure investment, the need to maintain this important national resource and its role in sustaining our quality of life,
  • Provide mutual assistance in areas of education and training to increase the effectiveness and efficiency of the technologies available to meet present and future transportation needs,
  • Serve the needs of our citizens by giving them programs and practices that employ public resources in a cost-effective, safe and environmentally sustainable manner, and,
  • Develop cooperative efforts that would include Forest Service participation in NACE conferences and meetings. These efforts and activities will include active participation at annual meetings as speakers, vital presence and interaction with NACE members through exhibits at annual meetings and specialty conferences.

Joint activities will be determined on a calendar year basis. Annually, the Executive Director from the National Association of County Engineers and Director of Engineering, U. S. Forest Service will meet to evaluate accomplishments of the previous year and to establish priorities for joint activities in the upcoming year.

The Forest Service and the NACE agree to cooperatively pursue the following action items. They intend these activities as long-term strategies that will foster an intergovernmental approach toward finding solutions for long range transportation issues faced by our citizens and preparing our nation for the future.

Integrate partnership efforts throughout each organization's structure
The Forest Service and NACE will develop a formal mechanism for appointment of each agency's personnel to the working groups committees, task forces, etc., at the partnering agency's request to represent the interests, view points, or concerns of the customers and membership in the broadest sense. We will seek out and recommend ways to build Forest Service field office partnerships with the many NACE state affiliate organizations.

National Transportation Week
The Forest Service and NACE will provide information to local transportation agencies on the importance of transportation through planned National Transportation week activities. NACE and the Forest Service will encourage its members to work jointly on activities, which promote the profession during National Transportation Week.

Communications and Sharing of Information
The Forest Service and NACE will work together to create opportunities for NACE and Forest Service members participation on implementation of federal transportation programs and ways to make Federal programs more efficient and effective. To keep members of NACE informed on key transportation programs, actions, and issues regularly, the Forest Service would provide material for a special insert in NACE News.

Local Technical and Research Activities
The Forest Service and NACE will work together to enhance the programs developed by both organizations by providing an environment for technology transfer. NACE will encourage its members to share technology advancements experienced in their agencies while the Forest Service will investigate these advancements and if useful help disseminate their use by other local agencies.

Road Interface Issues
The Forest Service and NACE will assist affected agencies, if requested, in resolving local and federal road interface concerns.

Safety on Local Roads
The Forest Service and NACE will work together to make connecting local roads safer for our constituency. Programs will be investigated as to their effectiveness in providing a safer transportation system.
