The Minnehaha County Highway Department invites applications for an Engineering Supervisor to join a top performing team of experienced professionals.

The Engineering Supervisor develops engineering standards for access management, asset management, construction standards, and material standards while supporting the department's strategic plan.

The hiring range for the position is $2,514.40 - $2,707.20 biweekly with salary growth potential to $3,640.80 biweekly. Consideration for appointment above the hiring range is dependent upon qualifications. This job posting will remain open until filled with the initial review of applications beginning on June 5th.

Examples of Duties

  • Plan, develop, and recommend new highway, bridge, and drainage projects. 
  • Prepare project estimates and priorities for the Capital Improvement Program (CIP).
  • Prepare and review specifications and contract documents for equipment, materials, and construction in accordance with State and County purchasing policies and procedures.
  • Determine necessary content for annual material bid lettings. Monitor and control expenditures within limitations of project budgets. 
  • Prepare reports and project documents. 
  • Supervise technical and clerical staff in the planning, preparation, and implementation of engineering related studies, reports, and projects. 
  • Provide information, technical assistance, advice, and recommendations to the County.

Minimum Qualifications

  • Bachelor's degree in civil engineering plus four years of relevant work experience. Comparable combination of education and experience may be considered. 
  • Licensed, or the ability to obtain licensure within six months of hire, Professional Engineer in the state of South Dakota and/or registered Land Surveyor in the state of South Dakota.
  • Possession of a valid driver's license and must maintain a safe driving record with Minnehaha County. 
  • Must successfully complete pre-employment background process. 
  • Thorough knowledge of local ordinances, state statutes, and federal regulations. 
  • Ability to identify possible funding mechanisms and author grant applications. 
  • Knowledge and experience in obtaining State and Federal aid for transportation related projects. 
  • Knowledge and experience in State and Federal environmental permitting. 
  • Ability to apply engineering mathematics to solve complex problems. 
  • Exceptional communication and interpersonal skills. 
  • Ability to establish effective working relationships with County staff and officials, consultants, property owners, attorneys, state representatives, federal representatives, and utility company representatives. 
  • Ability to maintain professional appearance and demeanor. 
  • Ability to supervise employees and manage projects. 
  • Considerable knowledge of AutoCAD software and hardware and geographic information systems (GIS). 
  • Experience with project management and knowledge of mapping and cartographic principles. Knowledge of the principles, practices, and usage of surveying equipment, business practices related to contract law, engineering and applied mathematics, and property descriptions.

Preferred Qualifications

  • Previous supervisory experience. 
  • Experience working with the South Dakota Department of Transportation (SDDOT) Local Government Assistance Office. 
  • Knowledge and experience in stormwater and floodplain management, emergency response operations during flooding, and the principles and practices of land surveying.
