Committee/Liaison/Task ForceĀ Guidelines
NACE considers committee membership and participation and representatives to task forces or organization liaisons a critical part of our goals and objectives. It should engage NACE members in the business of the association, support the NACE strategic plan and enrich and reward individual members professionally. With this in mind, the below parameters serve as guidelines for these activities.
1. An annual report is requested to include activities of the committee, task force or liaison. For committees this would normally be accomplished by the committee chair. These reports would be presented at the annual management and technical conference business meeting and published in the NACE News for the benefit of the full membership.
2. Some committees may be more active than others may. At the minimum one committee meeting should be held each year, normally at the annual management and technical conference, although additional meetings are encouraged. These may be accomplished through teleconferencing. The cost associated with teleconferencing would be paid by NACE. If travel is necessary and approved by NACE, this too would be reimbursed. To set up a teleconference call please work through the NACE staff or Regional Vice President.
The below describes the various NACE Committees:
Purpose: Run the day to day activities of the association. Consists of all elected officers who meet monthly via teleconferencing call and face to face at the minimum of three times a year at the NACE annual management and technical conference, the NACo annual conference, and the NACo legislative conference.
Purpose: Develop set procedures for the selection of the urban and rural county engineer of the year awards. Set specific year milestones for the receipt of nominations, review nominations, and propose awardees for each award to the Board of Directors for approval. Develop guidelines for other awards that the association may present.
Purpose:To interpret, draft and recommend any changes in the NACE constitution and by laws for submittal, review and discussion, proposals for the consideration of the, Executive Committee, Board of Directors and general membership.
Purpose:To stay abreast of current legislation and regulations that has the potential or actual effect on the membership; to advise the Board of Directors and Executive Committee of such legislation; and to recommend strategies and/or resolutions for influencing legislation or regulations within the NACo legislative process.
Committee Role:
1. Develop NACE policy/positions relative to national legislation that impacts county engineering.
2. Develop NACE response to federal agency rule making processes that impact county engineering.
3. Actively lobby for specific national legislation objectives that impact county engineering.
4. Coordinate State affiliate efforts in those areas noted above.
5. Monitor State legislation that impacts county engineering and may be of interest to other states. Report those findings to the NACE membership.
Priority Meetings should be held as follows:
1. Annual Management and Technical Conference (Required)
2. NACo annual meeting (desirable)
3. NACo legislative conference (desirable)
Communications between meetings as follows:
1. Interim meetings via scheduled conference calls coordinated by NACE office or Regional Vice President overseeing area.
2. Interim communications via email or email discussion groups (hosted by NACE or CRAB or other). Requires members to have email capabilities.
3. Key issues disseminated by bi-weekly fax of NACE
Committee membership criterion:
The Chair should have considerable interest, time and resources to coordinate committee activities as well as sufficient financial backing to attend key national meetings as necessary.
1. NACE members actively participating on NACo Transportation and Telecommunications Steering Committee.
2. NACE members actively participating in legislative efforts of other national associations (ARTBA, etc.)
3. NACE members actively participating in legislative lobby efforts of State Affiliates especially as it relate to national issues. This may include state association staff members.
4. NACE members serving in County Road Advisor capacity.
5. NACE members having significant rapport or personal relationships with key legislators or transportation staff.
6. The NACE Executive Director should serve as an ex-officio member.
Purpose: To develop strategies for recruitment, retention and development of membership in the association. This is to include voting affiliate, voting and institutional types of membership category. The committee should keep the Executive Committee and Board of Directors apprised of the concerns of the general membership.
Purpose: To select and nominate to the Board of Directors candidates for the various officers of the association. In addition, to advise and recommend to the President and Executive Committee any members who have specific interest in serving on committees or in special assignments.
Purpose: To develop methods and procedures for promoting corporate membership in the association. Target specific companies and explore joint opportunities to work with the private sector in promoting our joint interests. Involve corporations in the NACE annual programs to include: the annual management and technical conference, state affiliate conference, etc. This could include sponsorship, technical speaker, and exhibiting opportunities.
Purpose: To develop and draft resolutions for consideration by the association. This can include acknowledgements of outstanding service for and on behalf of the association. The Resolutions Committee should work closely with the Legislative, Awards and Constitution and By laws committees to coordinate the format and presentation of draft resolutions for consideration by the Board of Directors.
Purpose: To correlate existing data in a form that can be best used by the association and its membership in the performance of the association's goals and for the members in the performance of their existing duties. In addition, the committee should work with the NACE staff in web site development.
Purpose: To work with the LTAP or T2 Centers on technical programs to professionally improve our members. This includes assisting in the development of LTAP benchmarks, working with the LTAP clearinghouse and promoting/executing LTAP partnership opportunities.
(This includes Structures, Construction and Maintenance, Traffic, GIS/Surveying, Administration & Finance, Roadway Safety, Solid Waste, Stormwater & Drainage, Emergency Management, Environment & Land Use, and CD ROM & Video)
Purpose: To work on specific technical subjects and tasks. At the minimum periodically review existing action and training guides and videos for accuracy. If updating is required, recommend the level of change required to the NACE Executive Director, who will determine with the Committee Chair the optimal means to update the resource. If minor changes are necessary, research and prepare these changes for issuance as an amendment to the resource. Determine if new resources are needed and recommend the addition desired. Additionally, be available to serve on national committees in the subject area. Finally, be available to review and comment on proposed technical regulations advertised by the federal government or other agencies.
Guidelines: Besides the specific goals of the group, these representative should promote coordination between NACE and the respective organization and should keep them apprised of the goals and concerns of NACE and NACo's positions on various issues. When appropriate, the representative should consider worthwhile projects and partnerships. These representatives should report the concerns of these organizations and their position to the Board of Directors annually at the annual business meeting.
