Overview

This position is responsible for managing the Engineering Services Division by developing and implementing strategies; prioritizing, assigning and monitoring work, and evaluating work performance of others.  This recruitment may be used to fill future openings which may occur within 90 days of the posted closing date.

Responsibilities

Plans, organizes and directs the engineering design and construction document development for road and bridge construction projects for the County Road Department; Manages Engineering Division Resources; Develops and sets precedent for road and bridge design processes; Assigns and monitors project work; Analyzes work load; Insures that adequate professional and technical staff are available for project work; Forecasts future road and bridge design efforts, technical developments and contract documentation requirements; Develops plans to address forecasted workload and technical changes; Evaluates pending laws, rules and mandates that have an impact on area of responsibility.
 
Develops and Implements Engineering Services Division policies and procedures for the orderly, efficient and effective development of road and bridge construction plans and contract documents; Implements Department and County policies; Makes recommendations for adjustments to County and Department policies; Acts as a technical administrator by keeping current on technology applicable to area responsibility, evaluating appropriate technologies, and developing strategies for purchase and implementation of technologies; Ensures that staff have adequate training to remain abreast of current technology.
 
Manages daily operations of the Division; Coordinates the Engineering Services Division activities with other Public Services Divisions, County Departments and outside Agencies; Supervises Staff; Ensures compliance with various laws, rules and requirements applicable to area of responsibility; Prepares and administers Division Budget; Reviews project scope and budget; Makes decisions regarding the need for contract services; Reviews, approves and administers contracts for services; Researches, analyzes and responds to legal issues.
 
Initiates and implements decisions regarding employee selection and discipline; Evaluates employee performance; Makes recommendations regarding the hiring, discipline, and termination of personnel.
 
Represents the Division at meetings and hearings: Ensures that County, Department and project goals, views and positions are represented in various forums. Confers with elected officials, department heads, local and state officials regarding County Road capitol project issues; Explains and promotes road and bridge capital improvement projects and programs to the public served; Responds to sensitive inquires and complaints, and resolves policy and technical issues.

Education and Experience

Bachelor's degree in Civil Engineering or related field and 6 years of progressively responsible Civil Engineering Design Experience with 3 years in a supervisory or managerial capacity or an equivalent combination of education and experience that provides the knowledge, skills, and abilities sufficient to successfully perform the essential duties of the job.
