Richard West Awarded NACE
2016 Rural County Engineer of the Year

 

Richard West, PE, was awarded the NACE 2016 Rural County Engineer of the Year during its 2017 Annual Conference held April 9-13 in Cincinnati, Ohio. Rick, the Public Works Director of Otter Tail County, Minn., has 30 years’ experience in the county engineering profession. He oversees 107 employees and an annual budget of approximately $46 million.

"With NACE’s focus on local road safety, we could not have awarded a more deserving road official in our profession than Rick.” said Brian Roberts, PE, NACE Executive Director. “Under his leadership, Otter Tail developed and implemented a Local Road Safety Plan in 2011. As of 2016, the $7.2 million plan is 95% completed. 

"Rick’s efforts have resulted in a safety culture change in his county which will serve as a model for other rural counties around the U.S."

As an environmental steward, serving in a county with 1,048 lakes and thousands of wetlands, Rick has been successful in obtaining buy-insfrom all stakeholders to permit and construct projects in environmental sensitive areas. He has also been instrumental in the use of collected recycled glass in the aggregate base course in several pavement projects.

An advocate of grass roots education and input, Rick along with his County Board created a citizens outreach program through a Systems Preservation study and development of first long range comprehensive county transportation plan identifying the pavement conditions at the current investment levels and future strategies. His plan included 14 public outreach meetings. Rick’s efforts resulted in a $10 local wheelage tax ($600,000 annual funding increase) and a ½ cent local option sales tax ($3.2 million annual funding increase.)
